Characteristics of the Spirit of Herod III The spirit of Herod is a spirit that makes refugees out of people. Today, people leave their country to go to neighbouring countries as economic refugees. It is one of the symptoms of bad leadership. The Bible says “When the righteous are in authority, the people rejoice: but when the wicked beareth rule, the people mourn” (Prov. 29:2).
